You have to be rigorous doing that. Several guides on the internet. I use Classic Shell Start Menu. In Privacy settings scroll down and in Background Apps turn every one of them off. Use Ccleaner to turn off unwanted startups. Overall certainly no better than when it was XP, but marginally better than when it had Win 7.
