Same as you can get group policy exstentions for things like office which don't need to be installed on the server. The server will send out the GPO regardless of if it knows what all of it does. Sniffing around further from your description it seems like i need to download Remote Server Administration Tools for Windows 7 which installs with it the latest version of the Group Policy Management Console and access to all those lovely policies and getting them pushed around.

Do you have the new DNS configured on client computers? I would recommend to start nslookup on the client and see what DNS server replies and what are the replies.
Are you performing in-place upgrade of the DC? I would not do that, unless you have a very specific reason. Deploy clean W, add it to the domain, promote it to DC and then start decomissioning the old one.
